The Influence of Classical Social Contract Theories on Forms of Government

ÖZET

Klasik toplumsal sözleşme teorilerinin hepsinin ortak yönü toplumun, devletin ve siyasi iktidarın temelini bireyi  esas alarak açıklamalarıdır. Bu bakımdan modern-ulus devletin oluşumuna katkıları son derece önemlidir. Bu teoriler bağlamında Hobbes, Locke ve Rousseau ilk akla gelen düşünürlerdir. Günümüz demokratik rejimleri üzerinde her üç düşünürün de değişik ölçülerde de olsa etkileri görülmektedir. Toplumsal sözleşme düşünürlerinin amacı, devletin nasıl ortaya çıktığını açıklamak değildir. Asıl hedefleri devlet denilen siyasal topluluğun temelinin ne olması gerektiğidir. Bu düşünürlerin her birinin siyasi düşüncesi genelde belli bir yönetim biçimine karşılık gelecek şekilde yorumlanır. Ancak yol açtıkları yönetim biçiminin dışında, hatta bazen tamamen karşıt biçimlerde başka siyasi rejimlerin ortaya çıkışında ve meşruiyetlerinin gerekçelendirilmesinde de etkili olmuşlardır. Çünkü her üç düşünür de çağlarını aşan şahsiyetler olduklarından teorileri kendilerinden sonraki bir çok siyasi düşünürü ve devlet adamını etkilemiş, bu bakımdan değişik yönetim biçimleri üzerinde de etkili olmuştur. Çalışma, klasik toplumsal sözleşme teorilerini, söz konusu üç ünlü teorisyenin düşünceleri ile bunların yönetim biçimleri üzerinde etkileri bakımından ele almaktadır.

ABSTRACT

The common feature of all classical social contract theories is that they all explain the foundation of society, state and political power by putting the individual in the centre. In this regard, their contribution to the formation of modern nation-state is extremely important.. In the context of these theories, Hobbes, Locke and Rousseau are the philosophers who come first to mind. It is seen that all three philosophers have effect on today’s democratic regimes to different extents The aim of social contract philosophers is not to explain how the state emerges. Their real target is to put forward what should be the foundation of the political community called state. The political opinions of these philosophers are generally interpreted in a manner to correspond to a certain form of government. However, apart from the form of government they lead to the emergency of, they have also played a role in the emergence of other political regimes even in opposite forms, and in justification of their legitimacy. As all three philosophers are the persons who go beyond their centuries, their social contract theories influenced succeeding political philosophers and politicians and had effect on different forms of government in this respect. This study discusses the classical social contract theories in respect to the views of these three well-known theorists as well as their effects on the forms of government.
